成立於2011年1月1日，由一群熱愛國樂的青年菁英組成，目前團員八十人，不僅具高水準的演奏技巧及豐富的演出經驗，樂團更因和諧音響及團員絕佳默契被譽為臺灣「最具活力、實力的國樂團」。在藝術總監劉江濱的帶領下，已在世界各地成功舉辦一百多場大型音樂會，場場音樂會都震撼當地樂界，樂評亦對樂團賦予極高的評價。自2011年起，樂團策劃並執行新竹市「竹塹國樂節」，現已是華人地區最重要的國樂交流平臺之一。在新竹都城隍廟特別贊助下已舉辦多次國內、外巡演及受邀音樂節演出。 大陸巡演音樂會：2019廈門，2017山西、內蒙，2016北京、天津，2013北京、上海，2012廣東。 國外巡演：2023美國紐約、波士頓，2018馬來西亞檳城、吉隆玻，2011日本大阪、京都、岡山。 藝術節演出：2023第三屆「海峽兩岸青年文化月」閉幕音樂會，與蘇州民族管弦樂團聯合演出並簽署兩團友好合作計畫，2022「馬祖國際藝術島」，2018「香港國際青年中樂節」、「馬來西亞檳城喬治市藝術節」臺灣週《島嶼島》系列活動，2016第十一屆「中國藝術節」。 2021—2025獲選「國家文化藝術基金會」Taiwan Top演藝團隊，擔綱2022總統府音樂會及2021國慶晚會演出。

在當代臺灣國樂界，可謂是中生代極為優秀且具代表性的指揮家之一。現任新竹青年國樂團、新竹市立青少年國樂團藝術總監，指揮受黃曉同先生指導。入選新竹市「百大藝術家」名錄；獲頒「績優臺灣藝術社教有功人員」、第五十七屆「中國文藝獎章」。 對樂曲詮釋細膩獨到，優雅雲行中展現恢弘大器的指揮風格，為傳統國樂注入源源活水與新意。近年與臺灣各大職業樂團及香港中樂團、新加坡華樂團、中央民族樂團等海內外知名樂團合作多場成功的音樂會。 除了用心深耕國樂教育，培育臺灣國樂人才，更創辦了每年樂界眾所矚目「竹塹國樂節」。

In Taiwan＇s current Chinese orchestra circle, Liu Chiang-pin is seen as one of the most outstanding and iconic middle-aged conductors. He serves as Artistic Director for both the Hsinchu City Youth Chinese Orchestra and its predecessor. Having trained under conducting legend Huang Xiaotong, Liu has been named among the Top 100 Artists of Hsinchu City and rewarded the Meritorious Service Award of Arts Educator and the 57th Chinese Literary Award.
Demonstrating an exquisite and unique interpretation of traditional Chinese music pieces, Liu has a conducting style marked by elegant smoothness and magnificent breadth. He has injected new life and novelty into traditional Chinese music. In recent years, Liu has joined forces with several acclaimed orchestras across Taiwan and abroad to put on many successful concerts, including those with the Hong Kong Chinese Orchestra, Singapore Chinese Orchestra and China National Traditional Orchestra.
Apart from his devotion to traditional Chinese music education and cultivating musical talent in Taiwan, he also founded the annual Hsinchu Chinese Music Festival. The event has received huge anticipation every year across the music circle.
