成立於1979年，簡稱「青管」，是台灣最早成立的管樂團之一。成立初期原為「台北青少年管樂團」，當時的團員如今都是活躍於國內樂壇的青年演奏家。1988年改組為「台北青年管樂團」，並由侯宇彪老師接任音樂總監，改組後活動更加瀕繁，不但於1989年赴東南亞與歐美演出，也曾發行兩張管樂合奏專輯，開國內風氣之先。因團員相繼出國進修，在團務方面開始拓展出國際性的管道，此後多次邀請國際知名演奏家舉辦各種管樂器的大師講習會，皆廣受好評。 1995年，青管擁有自己的練習場地與交誼中心－Music Corner，可說是北部最佳的管樂合奏場所，並擁有各型樂器與多達一千餘份的各類藏譜。樂團經營方針也朝「國際化、職業化」的目標努力，加上海外團員幾乎全數歸隊，演奏水準可說是達到成立以來的最高點，每次演出後也立刻在國內樂壇造成轟動。1997年榮獲行政院文化建設委員會遴選為「傑出音樂團隊」，並連續數年參與文建會基層巡迴的地方演出，並多次入選文化部分級獎助團隊之一，現為國藝會2019扶持演藝團隊唯二管樂團之一。

1968年進入國立藝專音樂科，在校期間曾主修豎笛及法國號，1978年赴美Incarnate World College進修，取得法國號演奏文憑後，進入德州大學指揮班繼續研究。曾任台視交響樂團、臺灣省立交響樂團、台北愛樂交響樂團、德州San Antonio交響樂團、台北市立交響樂團之法國號首席；並曾任教育部自強青年管樂團、華興交響樂團副指揮、台北市立交響樂團青年團常任指揮。 領導台北青年管樂團三十餘年來已與多位國內外知名獨奏家合作演出過數百場音樂會，更於1999年國防部「鼓號繽紛嘉年華」及2011 年「軍樂悠揚慶期頤」台北軍樂展中擔任總指揮，與國軍聯合樂隊及禮炮連於中正紀念堂廣場合作演出1812序曲。並分別於2006 年與2009年率中華民國國防部示範樂隊、空軍樂隊遠赴德國參演「不來梅國際軍樂節」，深獲好評。 現任台北青年管樂團藝術總監，國防部示範樂隊、三軍大樂隊指揮顧問，並任教於東吳大學音樂系，擔任指揮、合奏、室內樂、法國號 演奏等課程。

Leonard Yui-biau Hou entered the National Taiwan Academy of Arts (now National Taiwan University of Arts) in 1968 as a music major and studied clarinet and French horn. He went to the US for further studies in 1978, first earning a diploma in French horn performance from the University of the Incarnate Word and then entering the conducting program at the University of Texas. He was lead French horn for the Taiwan Television Symphony Orchestra, Taipei Philharmonic Symphony Orchestra, San Antonio Symphony and the Taipei Symphony Orchestra. He was an instructor for the Ministry of Education’s Ziqiang Youth Wind Orchestra, assistant conductor for Hua-Xing Symphony Orchestra and permanent conductor for the Taipei Symphony Youth Orchestra.
Under his baton, the Taipei Wind Orchestra has performed in hundreds of concerts over the past 30 plus years with acclaimed soloists from around the world. Hou was also the chief conductor for the Ministry of Defense’s 1999 military carnival and the 2011 Military Music Exhibition, when he led the ROC Taipei Joint Military Marching Band and Salute Guns Company to perform the 1812 Overture.
Currently the artistic director of the Taipei Wind Orchestra, conducting consultant for the ROC Ministry of National Defense Symphony Orchestra and Tri-Service Band, Hou also teaches conducting, ensemble, chamber music, French horn and performance courses at the Music Department of Soochow University (Taipei).
